Clear Facts

  • The House passed the “No Immigration Benefits for Hamas Terrorists Act of 2025” without objection.
  • The bill targets participants and supporters of the October 7 Hamas assault in Israel, explicitly barring them from U.S. entry.
  • The bill follows the arrest of a Gaza-born operative accused of involvement in the attack who entered the U.S. on a fraudulent visa.

Lawmakers advanced a measure designed to prevent October 7 Hamas attackers and their supporters from entering the United States. With no objections, the House demonstrated its refusal to tolerate weaknesses in the immigration system regarding national security.

The bill, introduced by Rep. Tom McClintock (R-CA) and backed by 18 Republican co-sponsors, singles out anyone who planned, financed, facilitated, or participated in the October 7, 2023, massacre of Israeli civilians.

Rep. Jamie Raskin (D-MD) stated, “Members of Foreign Terrorist Organizations are already barred from entering the United States,” while arguing that Congress typically avoids naming specific incidents in immigration law.

Rep. McClintock responded, “Does anyone seriously argue that we should repeal the sanctions against persons who aided and abetted the Nazis’ Holocaust? If not, why oppose extending the same sanctions to the Nazis’ would-be modern-day successors?”

The bill’s advancement is closely tied to the recent capture of Mahmoud Amin Ya’qub al-Muhtadi, accused of helping organize the October 7 attacks and later found working in Louisiana after entering the U.S. with fraudulent papers.

Supporters argue this case justifies urgent action to protect the country. The legislation now moves to the Senate, with House Republicans determined to see it become law.
