Taxpayer Dollars Fund Gender Transitions for Foreign Nationals in Federal Prisons

The Federal Bureau of Prisons (FBOP) currently houses around 22,000 foreign nationals, and it appears that all of these individuals are eligible for taxpayer-funded gender transitions. This revelation has sparked significant debate, particularly highlighted during a recent political discussion where former President Donald Trump criticized Vice President Kamala Harris for her support of such policies.
During this debate, Harris’s campaign clarified that she is not currently proposing this policy as part of her platform. However, a spokeswoman for the federal prison system, Emery Nelson, stated that the Bureau under Harris is “committed to providing all incarcerated individuals a safe and humane environment, including providing gender-affirming housing and medical care as appropriate.”
The FBOP has not disclosed the number of federal prisoners who have requested transgender procedures. However, spokesman Donald Murphy confirmed that “there have been two individuals who have undergone gender-affirming surgery while in the custody of the Federal Bureau of Prisons.” These individuals are Donna Langan and Cristina Nichole Iglesia, both of whom received taxpayer-funded gender transitions.
As of September 5, the FBOP reports a total of 158,525 federal inmates, with foreign nationals making up about 13.9% of this population. The largest group, approximately 7.9%, hails from Mexico. Additionally, there are 1,457 men identifying as transgender women and 767 women identifying as men currently in FBOP custody.
FBOP data and documents suggest that taxpayer-funded surgeries for illegal immigrants could already be in progress. Available procedures include over-the-counter laser hair removal devices, breast implants, and various surgical interventions such as the “removal of all or part of the penis” and the “surgical creation of a clitoris.”
The FBOP’s 2023 clinical guidance on “Gender-Affirming Care of Transgender and Gender Nonbinary Persons” outlines a detailed process for inmates to receive gender-affirming care. This process begins with an inmate self-identifying as transgender or gender nonbinary to an FBOP staff member, followed by an assessment by a mental health professional. The inmate can then initiate hormone treatments and request to live in an institution that matches their gender identity.
After 12 months, the inmate can request further gender-affirming procedures, which must be reviewed by the FBOP Transgender Executive Council (TEC). If approved, the inmate can undergo surgery.
Mike Howell, Executive Director of the Oversight Project, expressed strong opposition to these policies.
“Illegal aliens should be deported, not de-genitaled in prison,” he said.
“It sounds crazy to say but the Harris-Biden Administration has a really highly structured policy and process for transgendering federal prisoners, including illegal aliens. They’re not just doing the basics, they’re giving them the extras like facial hair removal.”
Howell also pointed out the complications that could arise from these procedures.
“It will make it harder to locate and deport an illegal who has been transgendered after they’re released from prison. They’ll have a whole new identity and look,” he added.
The guidance also includes “minimally invasive and non-invasive gender-affirming” treatments like voice and communication training and professional laser facial hair removal. More invasive procedures for male inmates wishing to transition to female include breast augmentation, clitoroplasty, labiaplasty, penectomy, and orchiectomy. Female inmates seeking to transition to male can undergo procedures such as bilateral mastectomy, male chest contouring, hysterectomy, and phalloplasty.
The FBOP figures do not account for inmates in state correctional facilities, where numerous prisoners are also self-reporting as transgender and requesting gender-affirming procedures. Notable cases include Mark Campbell, a registered sex offender housed in a women’s prison in Wisconsin, and Jason Michael Hann, who underwent taxpayer-funded gender transition and is currently on death row in California.

This is wrong, wrong and wrong. Taxpayers should not foot the bill for sex changes. The inmates should have their families pay for this. We are not a bank.
