Earlier efforts by Trump to impose voter ID with an executive order faced legal hurdles when Judge Colleen Kollar-Kotelly of the U.S. District Court for the District of Columbia stated the Constitution delegates election regulations to Congress and states, not the president.
“Consistent with that allocation of power, Congress is currently debating legislation that would affect many of the changes the President purports to order,” Judge Kollar-Kotelly wrote, affirming that no law grants the President authority to bypass Congress in this manner.
Recent polling shows robust support among Americans for voter ID and proof of citizenship requirements: 84% of adults favor voter ID, and 83% back proof of citizenship when registering to vote for the first time.
Support for these measures is strong across political affiliations, with majorities of Democrats, Independents, and Republicans agreeing that voter identification should be required.
