The Trump administration has taken decisive action to end the controversial CHNV parole program, which was initially introduced under President Biden’s leadership. This initiative had previously allowed more than half-a-million migrants from Cuba, Haiti, Nicaragua, and Venezuela to enter the United States. The Department of Homeland Security (DHS) confirmed that termination notices are being distributed to those enrolled in the program, signaling the end of their temporary status and work permits by April’s conclusion.

DHS has criticized the CHNV program as “disastrous,” accusing the Biden administration of importing “loosely vetted” migrants who competed with American workers. A senior DHS official stated, “The previous administration lied to America.”

The CHNV program, launched in October 2022 for Venezuelans and later expanded to include other nationalities, offered two-year authorization and work permits to foreign nationals who met specific criteria. However, the program faced significant backlash from Republicans, who accused the Biden administration of using it to bypass the southern border crisis.

During its peak, CHNV facilitated the arrival of approximately 30,000 migrants each month, allowing them to avoid the U.S.-Mexico border. An internal audit in August 2024 uncovered widespread fraud, leading to the program’s suspension. Among the red flags identified were thousands of CHNV forms completed by a small number of sponsors and the use of deceased individuals’ Social Security numbers.

By October 2024, the Biden administration announced it would not renew the parole for CHNV enrollees. The Trump administration’s recent decision to terminate the program altogether means that affected migrants must find alternative legal avenues to remain in the U.S. or face deportation.

House Homeland Security Chairman Mark Green criticized the Biden-Harris administration for “abusing its limited authority” to grant parole en masse, despite indications of fraud among sponsors. He noted, “The Biden-Harris administration went to great lengths to maintain this unconstitutional abuse.”

The termination of the CHNV program aligns with President Trump’s stringent immigration policies, which emphasize border security and law enforcement. DHS plans to continue issuing termination notices in batches, with approximately 175,000 notices sent daily until all 500,000 are delivered.

“The termination of the CHNV parole programs, and the termination of parole for those who exploited it, is a return to common-sense policies, a return to public safety, and a return to America First,” a senior DHS official asserted.
