State of the Union’s Most Shocking Congress Moments

Clear Facts
- Presidents have delivered memorable moments during State of the Union addresses that shaped public perception and historical precedent.
- The first presidential acknowledgment of a guest in the audience occurred during Ronald Reagan’s 1982 speech.
- Outbursts and protests from members of Congress have become more common in recent years, often reflecting deep partisan divides.
President Trump is set to deliver the State of the Union on February 24, with Americans watching for defining moments as seen in previous addresses.
State of the Union speeches have, over the years, produced headline-making incidents that continue to influence political culture.
The tradition of acknowledging American heroes during these addresses began with President Ronald Reagan in 1982, just weeks after the Air Florida Flight 90 crash. Reagan honored Lenny Skutnik, a Congressional Budget Office assistant who risked his life to save a woman from the Potomac River.
“Just two weeks ago, in the midst of a terrible tragedy on the Potomac, we saw again the spirit of American heroism at its finest — the heroism of dedicated rescue workers saving crash victims from icy waters,” Reagan said.
“And we saw the heroism of one of our young government employees, Lenny Skutnik, who, when he saw a woman lose her grip on the helicopter line, dived into the water and dragged her to safety.”
One of the boldest acts came in 2020 when House Speaker Nancy Pelosi tore up President Trump’s speech immediately after he finished, drawing condemnation from conservatives across the nation.
When questioned, Pelosi responded, “Because it was the courteous thing to do considering the alternatives.”
She added, “I tore it up. I was trying to find one page with truth on it. I couldn’t.”
The White House stated, “Speaker Pelosi just ripped up: One of our last surviving Tuskegee Airmen. The survival of a child born at 21 weeks. The mourning families of Rocky Jones and Kayla Mueller. A service member’s reunion with his family. That’s her legacy.”
Controversy also erupted in 2009 when Rep. Joe Wilson shouted “You lie!” at President Obama during remarks about illegal immigrants in the health care bill, a breach of congressional decorum that drew wide attention.
Wilson later explained his actions, “This evening, I let my emotions get the best of me when listening to the president’s remarks regarding the coverage of illegal immigrants in the health care bill.”
“While I disagree with the president’s statement, my comments were inappropriate and regrettable. I extend sincere apologies to the president for this lack of civility.”
Recent speeches continued the trend of vocal dissent: during President Biden’s 2022 address, Rep. Lauren Boebert called out Biden for the Afghanistan withdrawal, referencing the loss of 13 U.S. service members.
Boebert also joined chants demanding border wall construction, highlighting conservative priorities during the speech.
In 2023, President Biden’s remarks on the economy prompted loud reactions from Republican members of Congress, underscoring the increasing intensity of these annual events.
Each State of the Union address continues to spark moments that reflect the tensions and debates shaping American life and its political future.
