Outgoing U.S. Special Envoy for Ukraine Keith Kellogg stated that reaching a peace agreement is in the “last 10 meters,” but final steps hinge on two unresolved points.

The two main issues holding up a deal concern future control of the Donbas region and the Zaporizhzhia nuclear power plant, Europe’s largest, which is currently under Russian control.

Kellogg said, “If we get those two issues settled, I think the rest of the things will work out fairly well.”

He added, “We’re really, really close.”

After meetings in Moscow involving Trump’s special envoy Steve Witkoff and Jared Kushner, Kremlin aide Yuri Ushakov confirmed “territorial problems” were discussed, referencing Russian claims to Donbas.

Ushakov stated, “The United States would have to make serious, I would say, radical changes to their papers” on Ukraine, without specifying the exact changes Russia wants.

President Zelensky maintains that giving up Donetsk would be illegal without a referendum and that it could allow Russia future advances.

Kellogg emphasized the “horrific” scale of casualties, saying both sides have suffered over 2 million dead and wounded since the conflict began.

Russia currently holds 19.2% of Ukraine’s territory, including major regions and Crimea, annexed in 2014.

Concerns arose last month when leaked U.S. peace drafts appeared to align with several of Moscow’s demands, including limitations on Ukraine’s military and concessions about NATO.
