Internal memos from August 2020 reveal that Biden’s advisers alerted him to the high risk of chaos at the border if his campaign plans were put into effect. The memo outlined concerns that his border policies, combined with ongoing challenges, could lead to a sharp increase in crossings and overwhelm government resources.

“A potential surge could create chaos and a humanitarian crisis, overwhelm processing capacities, and imperil the agenda of the new administration,” the memo stated.

Biden’s advisers presented options like fast-track asylum denials, increased detention at reception centers, and maintaining the policy of requiring some migrants to remain in Mexico. Disagreements among Biden’s team delayed decisive action, and some suggested officials were too sensitive to criticism from the left.

“They were a little too sensitive to criticisms from the left,” Cecilia Muñoz, a Biden transition adviser, said.

Other advisers described a lack of clear strategy from Biden’s administration as the situation intensified. “All they had was wishing the problem would go away so that they could focus on the things they cared about,” said Scott Shuchart, former ICE adviser.

Biden quickly implemented a 100-day deportation pause, halted border wall construction, suspended the “Remain in Mexico” policy, and limited certain enforcement actions. Throughout 2023, unauthorized immigrant numbers surged to new highs, underscoring ongoing concerns among conservative Americans about the effects of these border policies.
