In a recent exchange, a White House correspondent pressed White House press secretary Karoline Leavitt on whether President Trump could effectively deport more than half a million foreign nationals who were allowed into the United States under the Biden administration’s CHNV program.

This program, which was halted by U.S. District Judge Indira Talwani, initially granted temporary legal status to nationals from Cuba, Nicaragua, Haiti, and Venezuela.

Leavitt responded to the inquiry by emphasizing the administration’s commitment to enforcing immigration laws and addressing what she described as the previous administration’s misuse of the parole system.

“We will fight this in the court of law,” Leavitt stated, highlighting the administration’s intention to continue deportation efforts despite the judicial roadblock.

She criticized the CHNV program, asserting that it was an abuse of the legal system and that many individuals were given temporary protective status under inappropriate circumstances.

Judge Talwani’s ruling against the Trump administration’s attempt to revoke the legal status of these non-citizens cited a lack of individualized justification, arguing that such actions would violate the rule of law.

The CHNV program, launched by Biden in October 2022 and later expanded, allowed non-citizens to live and work in the U.S. for two years if they complied with certain conditions.

However, Republicans have long criticized the program, accusing it of exacerbating the border crisis by allowing migrants to bypass the southern border.

An internal report from August 2024 revealed significant fraud within the CHNV program. It found irregularities such as thousands of forms completed by a small number of sponsors and the use of deceased individuals’ Social Security numbers.

In response to these findings, the Biden administration paused the program and later announced it would not renew parole for CHNV enrollees.

The Trump administration subsequently terminated the program in March and began sending termination notices to those who had entered the U.S. through it.

Despite these efforts, Judge Talwani’s ruling has temporarily halted the deportation process, leaving the administration to navigate the legal challenges ahead.
