Republican Georgia Representative Buddy Carter has taken a significant step in his political career by introducing the Truth in Gender Act. This legislation seeks to solidify former President Donald Trump’s executive order, which recognizes the existence of only two sexes.

Carter’s proposal aims to make permanent the directive that government agencies use precise language, referring to “sex” rather than “gender” when addressing men and women.

In a statement, Carter emphasized the scientific basis of this approach, stating, “Biological men cannot be women, and biological women cannot be men. That’s a scientific fact.”

This move is part of Carter’s strategy in the 2026 Senate Republican primary, where he is challenging Democratic Georgia Senator Jon Ossoff. Carter has been vocal about his support for Trump’s policies, branding himself a “MAGA warrior” and underscoring his conservative stance on transgender issues in recent campaign videos.

The bill, however, faces a challenging path due to the Senate’s legislative filibuster, which necessitates 60 votes for most legislation to pass. Carter is using this legislation to draw a clear distinction between his conservative views and Ossoff’s more liberal positions on transgender issues.

Earlier this year, Carter urged Ossoff to back GOP legislation that would prevent biological males from participating in women’s sports at federally-funded institutions. Ossoff, aligning with Senate Democrats, blocked the bill’s progress.

Carter’s proposed legislation seeks to establish a government-wide “two-sexes” policy, which he argues is essential to counteract Ossoff’s voting record on transgender policies.

“With a clear definition of the two genders, we will be able to further protect female spaces from biological men masquerading as women and the radical liberal politicians, like Jon Ossoff, who put them there,” Carter stated.

The executive order from Trump defines male and female as “immutable biological classifications” and clarifies that “sex” is not interchangeable with “gender identity.”

An internal poll from Carter’s campaign indicates that he is leading the current primary field, though a significant portion of respondents remain undecided.

As of now, there has been no response from Ossoff’s campaign regarding Carter’s legislative proposal.
