China to attend military drills in Russia to strengthen response to ‘security threats’

It’s “business as usual” for Russia and China, with the two nations undergoing joint military exercises for the first time since 2018.

The Vostok (East) exercises, led by Russia’s Valery Gerasimov, will take place from August 30 to September 5 in the eastern portion of Russia. The district includes part of Siberia and has headquarters in Khabarovsk, near the Chinese border. About 300,000 Chinese military troops attended Vostok in 2018.

According to a report from Reuters, the exercises will include all necessary personnel, weapons, and equipment, which could mean that Russian soldiers and munitions in Ukraine would be sent home.

U.S. military reports have indicated a growing number of Russian casualties in Ukraine, with about 70,000 to 80,000 estimated losses.

Russian news agency TASS reported a statement from China Defense Ministry officials, who consider the exercises as unrelated to the ongoing regional and international situation. Officials added that the drills are meant for “friendly cooperation among the armed forces of all countries” and “strengthening the ability to respond to various security threats.”

Earlier this month, China fired missiles around Taiwan as part of military drills conducted a day after U.S. House Speaker Nancy Pelosi’s controversial visit to the island. Foreign ministers condemned the exercises as “escalatory” and “threatening.”

NATO Review’s Dave Johnson wrote in 2018 that the Russian Armed Forces initially developed the Vostok drills in 2009 as one of four annual strategic exercises in four of Russia’s five military districts. The exercises were meant to test the Russian Federation’s resolve “from peace to war,” as well as “national preparedness for large-scale, high-intensity warfare against a technologically advanced peer adversary.”

Meanwhile, State Department Spokesperson Ned Price dismissed the exercises in Russia as routine and unalarming. On August 17, he stated that it is well within the rights of China and other countries to participate.

However, Price noted that the “burgeoning relationship” between China and Russia, as well as between Russia and Iran, may pose concern “for the international order.” He said that the vision of countries like China and Russia is “starkly at odds to the liberal vision that we and our allies and partners have for the international system.”
