Tianrui Liang faces federal charges after being spotted at Offutt Air Force Base, a critical hub for the nation’s Strategic Command.

Investigators say Liang entered the United States through the Canadian border in late March.

Beyond Nebraska, the FBI reports he also visited Ellsworth Air Force Base and expressed interest in Tinker Air Force Base.

Witnesses claim Liang used a camera with a telescopic lens to capture images of RC-135 and E-4B aircraft.

He reportedly admitted he knew photographing planes on the ground was illegal, though he claimed the photos were for personal use.

Liang was caught at John F. Kennedy International Airport while attempting to board a flight to Scotland.

Although a magistrate initially released him, federal prosecutors successfully appealed to keep him in U.S. Marshal custody during the investigation.

U.S. Attorney Lesley Woods released a firm statement regarding the breach of military security and the potential for federal prosecution.

“Any individuals who unlawfully attempt to acquire sensitive information about military aircraft located in the District of Nebraska will be held maximumly accountable under federal law.”

If convicted of the current charges, Liang faces up to one year in prison, though additional charges may follow.

The ongoing investigation highlights concerns regarding foreign nationals targeting American defense infrastructure.
