Federal authorities, specifically the Amtrak Police Department, carried out undercover operations targeting alleged unlawful activity in Penn Station’s men’s bathrooms beginning in June.

Reports show nearly 200 arrests took place, with more than 20 individuals turned over to Immigration and Customs Enforcement due to their status.

Because New York City’s sanctuary laws do not apply to federal officers, Amtrak Police proceeded with the stings regardless of local restrictions.

An Amtrak spokesperson claimed these measures were intended to “reinforce public safety” and “effectively curb disruptive activity across the station.”

By the end of June, authorities made 23 arrests for public lewdness in the station bathrooms.

Some reports alleged that undercover officers attempted to provoke suspects and recorded men’s actions at urinals.

One report claimed an asylum seeker stated officers targeted him based on how he appeared and behaved.

According to police, the same individual was arrested for exposing himself in a bathroom in July.

Amtrak denied targeting anyone because of perceived sexuality.

The Legal Aid Society settled a 2017 lawsuit with the Port Authority Police in 2022, ending similar patrols and updating officer training requirements.

Most arrested for public lewdness in the summer of 2025 had charges dropped or received minor fines, but those sent to ICE could still face deportation.
