On Monday, Governor Gavin Newsom announced California’s probationary steps toward reopening the economy as retail stores will be allowed to open this week with pertinent restrictions.

At his daily coronavirus briefing, Newsom said the state would allow some counties to reopen should they meet testing and protection guidelines.

“This is an optimistic day, as we see a little bit of a ray of sunshine,” the first-term democrat governor said.

Newsom claimed he was able to relax the restrictive order as mass testing can cover more than 25,000 people a day and reports of new COVID-19 cases were no longer surging.

Under Newsom’s new orders, most retail businesses could reopen with social distancing policy in place. This would take effect on Friday if new cases of coronavirus continue to flatten or increase just slowly.

The social distancing guidelines for the retail stores will be defined on Thursday, according to the governor. He would likely appeal for “low-risk” stores to provide curbside pickup by buyers. In-house dining for restaurants would remain closed.

Newsom said local leaders, across California’s 58 counties, who have refused ‘stay-at-home’ orders, could pursue further lifting of rules but they are required to show a sufficient containment and monitoring system.

In Sutter County, pedestrians walked the streets of downtown Yuba City without masks, browsed at a pawn shop or dined at the Happy Viking restaurant and bar. Local authorities disregarded the state’s orders recently to partially allow businesses to reopen.

According to a Reuters tally, California has 2,215 recorded fatalities due to COVID-19.
