Virginia Assault Arrest Raises New Questions About Sanctuary Policies

Clear Facts
- Luzvin Orvando Garcia Moran, a 28-year-old illegal alien from Guatemala, was arrested for the attempted rape of a woman in Arlington, Virginia.
- Court records indicate Moran has at least 25 prior charges since 2020, including assault and battery and attempting to disarm a police officer.
- Governor Abigail Spanberger previously signed executive orders terminating state cooperation with federal immigration authorities.
An illegal alien from Guatemala is in custody after allegedly attempting to rape a woman waiting for a ride outside a Whole Foods in Clarendon.
The victim successfully fought back before two bystanders intervened, causing the suspect to flee before his eventual arrest.
Moran faces several felony charges, including abduction with intent to defile and sodomy by force.
Despite his extensive criminal history, he remained in the United States due to current state policies.
Immigration and Customs Enforcement has requested that local jail officials do not release Moran.
Federal authorities expressed concern over Virginia sanctuary policies that have repeatedly allowed the suspect to return to the community.
“Virginia’s sanctuary policies allowed this illegal alien to go on a crime spree,” said Acting Assistant Secretary Lauren Bis.
“Despite prior arrests by law enforcement, this criminal was released from jail multiple times before he went on to commit this attempted heinous rape.”
The incident has sparked renewed criticism of Governor Spanberger’s decision to terminate 287(g) agreements.
These agreements formerly allowed local law enforcement to assist in the identification and removal of criminal illegal aliens.
Nearby Fairfax County has seen similar trends, with reports indicating illegal aliens were responsible for 75 percent of murders in 2026.
Local leaders continue to demand an end to sanctuary protections that prioritize foreign criminals over citizen safety.
