The Trump administration has set its sights on the Presidio Trust in San Francisco, a project that has long been associated with former House Speaker Nancy Pelosi. This move is part of President Donald Trump’s broader effort to reduce federal bureaucracy and spending.
In a recent executive order, President Trump directed his administration to cut funding to the Presidio Trust “to the maximum extent consistent with applicable law.” This federal agency manages the nearly 1,500-acre park in San Francisco, a project Pelosi was instrumental in establishing during the 1990s.
Pelosi played a significant role in securing a $200 million award for the Presidio Trust as part of the 2022 Inflation Reduction Act, aimed at funding climate resilience projects. Despite this, the Trump administration and other Republicans are keen to reclaim as much of this funding as possible.
Pelosi has argued that Trump’s focus on the Presidio Trust is a distraction from potentially unpopular GOP policies and reforms. The Presidio Trust is a key component of Pelosi’s “local legacy,” which she has built over nearly four decades in public office. In recognition of her contributions, the visitor center at the Presidio was renamed in her honor in 2024.
The Presidio Trust operates on a business model that allows it to be largely self-sufficient, having not received congressional appropriations since 2013. However, Pelosi has consistently managed to secure federal funding for the Presidio over the years. Before 2013, she announced tens of millions of dollars for the Presidio and related projects through House appropriations bills in 2005 and 2006.
In addition to the $200 million from the Inflation Reduction Act, Pelosi announced in January that more than $9 million from President Joe Biden’s infrastructure bill would be allocated for upgrades at the nearby Presidio Yard public bus facility. She also secured $46 million in 2010 for a roadway development project to improve access to the Presidio.
Presidio Trust CEO Jean Fraser has a history of political donations to Pelosi-aligned entities. Federal Election Commission records indicate that Fraser contributed $1,000 to the Nancy Pelosi Victory Fund and $500 to Nancy Pelosi for Congress in October 2021. Fraser has also donated tens of thousands of dollars to Democratic candidates and political organizations, including the Democratic Congressional Campaign Committee and Biden’s 2020 presidential campaign.
Neither Pelosi’s office nor the Presidio Trust responded to requests for comment on the administration’s latest actions.
