Drain resources? that was the entire reason for the project. drained straight into DNC Coffers as after all fraud waste and abuse is the demon crat way. Fraud, Waste, and Abuse (FWA) are improper actions that misuse government or private resources. Fraud is intentional deception for gain. Waste is the careless, unnecessary expenditure of resources. Abuse is excessively improper behavior violating policies.
