Federal prosecutors allege that Scott Kelley, age 51, used his trusted position within the U.S. Postal Service to steal cash from nearly 1,950 intercepted packages between 2019 and 2023, draining money meant for victims, many of whom were elderly.

Kelley led both the Mail Fraud Unit and Mail Theft Unit, roles meant to defend the public, yet he targeted vulnerable Americans, taking advantage of their trust in government agencies. The average victim was 75 years old, with the oldest being 82, according to the Department of Justice.

Kelley is accused of sending misleading emails to postal employees, instructing them to send victim-flagged packages directly to him, circumventing standard procedures meant to ensure protection and transparency for senders.

The indictment details that after opening the cash-filled mail, Kelley laundered the funds, spreading the money through multiple accounts and purchasing money orders to hide the trail. He allegedly spent thousands on vacations, remodeling his home, and paying for escorts during workdays.

Among the accusations, Kelley supposedly took $7,000 from an evidence locker using a subordinate’s key, then falsely blamed that employee.

“None of the victims recovered their packages or their cash,” the DOJ stated, highlighting the loss faced by those already harmed by scamming operations.

If convicted, Kelley could serve up to 20 years per wire fraud, mail fraud, or money laundering count, with additional years for mail theft, structuring, government theft, and filing false tax returns.

The case underscores the importance of accountability within agencies entrusted with protecting the American public, particularly seniors susceptible to financial abuse.
