The more extended footage does show Biden coughing prior to bowing his head and then raising it amidst applause.

Without absolute proof, Joe seemed to be taking a moment of reflection on the tragedy. I’m in no way a fan of this man, but, in this instance, I will give him latitude and give him the benefit of the doubt.
